William J. Casey
Director of Central Intelligence from January 1981 until his hospitalisation in December 1986 — the principal architect of the Reagan-era expansion of CIA paramilitary covert action, of the Nicaraguan Contra programme through the Boland Amendment period, of the largest covert-action programme in CIA history at Operation Cyclone in Afghanistan, and of the parallel funding architecture that became the Iran-Contra affair. Died 6 May 1987 before the Iran-Contra independent counsel investigation could secure his testimony.
J. Edgar Hoover
Director of the Federal Bureau of Investigation from 1924 until his death in 1972 — forty-eight consecutive years across nine presidential administrations. Institutional architect of COINTELPRO, of the Bureau's domestic surveillance and disruption practice against civil-rights, anti-war, and left-political organisations from the mid-1950s into the 1970s, and of the personal-files apparatus that operated as the basis of the Director's standing claim against successive presidents and Congresses.
Henry Kissinger
National Security Adviser to Presidents Nixon and Ford from January 1969 to November 1975, and concurrently Secretary of State from September 1973 to January 1977 — the only individual to have held both positions simultaneously. Documented operational role in the secret 1969–73 bombing of Cambodia, the 1970 incursion into Cambodia, the 1971 East Pakistan / Bangladesh policy that produced the Blood telegram dissent, the 1973 Chilean coup against Salvador Allende, the 1975 Indonesian invasion of East Timor, and the institutional support for Operation CONDOR — the cooperative repression programme of the Southern Cone military regimes — across the 1975–77 period.
James R. Schlesinger
Director of Central Intelligence February–July 1973 — the four-and-a-half-month tenure during which Schlesinger commissioned the internal compilation that became known as the Family Jewels, ordered the dismissal of approximately 1,500 CIA personnel including substantial portions of the Directorate of Operations, and produced through the consequent institutional disruption the conditions under which the post-Watergate executive-branch reckoning with intelligence-community wrongdoing became operationally possible. Subsequently Secretary of Defense (1973–75) and Secretary of Energy (1977–79). The transitional figure between the Helms-period CIA and the Church Committee–period institutional reform.
What goes here, and what doesn't
This section is a deliberate editorial selection. The criterion for inclusion is institutional consequence — individuals whose decisions, in identifiable office, reshaped the apparatus the rest of this site documents and produced harms whose downstream record is substantial enough to reconstruct from primary sources.
The selection is the editorial act. The prose is not. Each profile is written to the same standards as the agency profiles and dossiers elsewhere on the site: footnoted to primary sources, hedged where the public record is contested, attributed where claims rest on reporting rather than admission. The framing is in the choice of who appears here; the entries themselves work to the evidentiary register the rest of the corpus uses.
This is not a list of every consequential intelligence figure. Career professionals — analysts, case officers, station chiefs whose work was the institutional norm of the period — belong on the agency pages where their work was conducted, not here. The profiles here are reserved for the small number of individuals whose personal authority became the institutional vehicle.
